Do Workplace Phone Bans Actually Work?

Search "do phone bans work" and you get two kinds of answer. Focus-app vendors and productivity consultants say yes, because a ban is easy to sell as a fix. A handful of academic papers, mostly about schoolchildren rather than employees, say something more complicated. Almost nobody translates that second kind for a manager who has to write a policy this week.

Here's the honest answer: the evidence is genuinely mixed, and mixed in a useful way. The one field experiment run inside an actual workplace found a ban increased how hard people worked at a routine task, but not what they produced. The one study testing how coworkers judge phone use in a meeting found an explicit ban barely moved anyone's judgment beyond what an unstated norm already produced. And the largest evidence base on banning phones anywhere, from schools, is split down the middle — a real gain on one outcome, no measurable gain on another — in a setting different enough from a job that the results may not transfer.

What follows is where that comes from, and what to do with it.

The one real workplace experiment

Almost everything written about workplace phone bans is opinion, vendor content, or research about students. Exactly one study randomly assigned adults to a phone ban in a real work setting.

Adrian Chadi, Mario Mechtel and Vanessa Mertins ran a field experiment inside a German university telephone-survey research project (the Trier TV Study), recruiting 121 students for a one-time, half-day job making cold calls from separate, closed offices. Without telling them a study was underway, researchers randomly assigned each office to no ban, a bare ban notice on the wall, or a ban notice paired with a message explicitly saying the employer trusted them not to shirk.

The ban worked, in one sense: people in both ban conditions dialed significantly more numbers per minute than the control group — 8% more with a plain notice, 13% more with the trust-message version, a pooled increase of roughly 11% (p = 0.005).

But the number of interviews actually completed, the outcome that mattered economically, didn't move in a way researchers could distinguish from chance. Their own reading: effort and output aren't the same thing. Dialing more numbers is something you can simply do more of; persuading a stranger to complete a survey is a skill-dependent task a wall sign doesn't obviously help. The authors flag real limits: one job, one country, students on a single half-day shift with no prior tie to the employer. Whether a ban helps salaried staff with years of tenure is untested.

What the meeting-specific evidence actually measures

No study measures whether banning phones in meetings changes what a meeting produces. The closest thing that exists measures something narrower: how people judge a colleague using a phone in a meeting, and whether a stated policy changes that judgment.

Cameron Piercy and Greta Underhill ran an experiment with 243 US workers who worked at least 30 hours a week and attended a weekly meeting. Participants watched video vignettes of a colleague using a notepad, a laptop, or a phone, under a policy that was silent on device use, explicitly pro-technology, or explicitly anti-technology.

Phone use produced the worst reaction regardless of the stated policy — significantly lower ratings of the person's competence and the meeting's effectiveness than a laptop or notepad. More surprisingly, post-hoc contrasts against the overall average across all three conditions found the anti-technology policy's ratings weren't significantly different from that average; only the pro-technology policy stood out, making phone use look worse when it happened anyway. That's narrower than "a ban changes nothing" — the anti-technology condition tracked the sample's overall judgment rather than moving it — but it's still consistent with an unstated norm against phones already doing most of the work: the ban-versus-norm question, in miniature. This is one experiment about third-party judgments of a video vignette, not a measurement of real meetings, so treat it as suggestive. School bans: the largest evidence base, and why it may not transfer

Workplace-specific evidence is thin. School evidence is enormous — dozens of countries have restricted phones in schools, and several large studies have measured the results. It's tempting to borrow that evidence here. Be cautious: the two most rigorous recent studies disagree about what a ban buys, and both come from a setting that differs from a job in ways that matter.

Economists David Figlio and Umut Özek examined a bell-to-bell ban in one of the ten largest school districts in the US, using detailed daily, student-level records. Test scores rose by about 1.1 percentile points on average in the ban's second year — larger gains for male and White students, none for female students or elementary schools — and unexcused absences fell, a pattern the authors think explains much of the score gain. But the first year told a different story: in-school suspensions jumped by roughly 20%, with a 30% rise for Black students, before settling back down. A real second-year payoff came with a real first-year disciplinary cost with no equivalent in an office.

A larger study led by Victoria Goodyear at the University of Birmingham — SMART Schools, surveying 1,227 teenagers aged 12–15 across 30 English secondary schools with restrictive or permissive policies — found no evidence that restrictive policies improved mental wellbeing (adjusted mean difference of -0.48 on a standard wellbeing scale, p = 0.62, not significant). Students at restrictive schools used phones about 40 minutes less during the school day, but there was no evidence of a difference in total use across weekdays and weekends. The authors' own explanation: in-school use is, in their words, "only a small contributor to overall use" on school days and weekends alike, leaving little room for cutting it to move the daily total.

Those findings are not really a contradiction — two different outcomes, two different answers. A ban helped grades, apparently by keeping kids in the building; it did nothing for wellbeing, since school hours are, in the authors' own reading, too small a slice of a teenager's day to move the total much. Both studies describe children legally required to be in the building, disciplined by suspension, under adults with formal authority over minors — nothing like an adult attending a meeting for a paycheck. Whether either finding transfers to an office is an assumption, not a result. Who a blanket ban leaves out, and the mirror-image policy

A ban is a blunt instrument. On-call staff need a reachable phone during exactly the hours a ban would cover, and so do carers and anyone with a phone-linked medical device — a glucose monitor or a cardiac alert does not pause for a meeting. A rule with no stated exemption pushes people to break it quietly, teaching everyone the rule is optional. The opposite boundary exists in law in parts of Europe. France's droit à la déconnexion, in force since January 2017 under Article L.2242-17 of the Labour Code, requires companies with 50 or more employees to negotiate over when digital tools can go unanswered outside working hours, rather than restricting phones during work itself — the same problem from the other direction. That law has since actually been studied, and the result cuts the same way as the evidence here: 97% of employees reported no observable change after it took effect, and the court case most often cited as proof of enforcement turns out, read directly, not to be about the disconnection law at all.

What this means for the policy you are writing this week

  • **Name what you are fixing.** A ban has real evidence behind it for routine, effort-based work; meeting quality points more toward the norm than the rule.
  • **Don't expect the written ban to do the work the norm was already doing.** Define what counts as urgent instead — that's the part a document can actually fix.
  • **Build the exemption route before anyone needs it.** On-call staff, carers, and anyone managing a medical condition shouldn't have to ask permission each time or break the rule quietly.
  • **Expect a front-loaded cost, not a smooth improvement.** The Florida district's test-score gains only showed up in year two, after a year of increased suspensions.
  • **Measure something real before declaring victory.** Self-reported focus and morale aren't the same as output, and the one study that tracked both found they can move in different directions.

The honest bottom line

A ban plausibly increases effort on routine, repetitive work — the one finding here with a randomized field experiment behind it. There's real reason to doubt it changes what actually gets decided in a meeting beyond what an unwritten norm was already doing. And the largest evidence base available, from schools, splits between a real academic gain and no measurable wellbeing gain, in children who couldn't have opted out either way.

That's not enough to promise a ban alone fixes distracted meetings. It's enough to write a policy honest about what a rule can and can't do — and to put the effort where the evidence actually points: naming what counts as urgent, building in a real exemption, and reviewing in a few months whether anyone follows it.
